Agricultural Credit Certificate and Test Dispatch
Except for equipment and machinery used in agricultural pest control, companies that manufacture or import agricultural mechanization equipment intended for credit sales must obtain an Agricultural Credit Certificate from the General Directorate of Crop Production of the Ministry of Agriculture and Forestry of the Republic of Türkiye if they wish to market these products through T.C. Ziraat Bank A.Ş. and Agricultural Credit Cooperatives under low-interest credit programs.
Process of Obtaining the Agricultural Credit Certificate
Application
Documents describing the product
A letter specifying the testing institution to which the product will be dispatched
These documents are submitted to the Ministry.
Test Dispatch Procedure
Upon receiving the application, the Ministry sends the product to a designated testing institution.
The company contacts the testing institution to carry out the required tests on the product.
Positive Test Report
If the tests result in a Positive Test Report, the company re-applies to the Ministry to request the Agricultural Credit Certificate.
Fee Payment
Before issuing the certificate, the relevant fee must be deposited into the Ministry’s Revolving Fund account.
About the Test Report
Purpose (Article 1):
This Communiqué is prepared to determine the principles of testing and inspection of agricultural mechanization equipment intended for credit sales, excluding equipment and machinery used in agricultural pest control.
Scope (Article 2):
Based on Articles 2/c and 9/d of Decree Law No. 441 on the Establishment and Duties of the Ministry of Agriculture and Rural Affairs, and Article 37 of Law No. 3046 on the Principles of Establishment and Duties of Ministries.
The Communiqué covers the testing, inspection, and credit sale principles of agricultural mechanization equipment that is manufactured and/or imported and intended for credit sales.
Agricultural Credit Sales and Certificate Validity
The Ministry issues the Agricultural Credit Certificate, required for agricultural credit sales, to the company for submission to credit institutions if the application is deemed appropriate.
Validity Period: 5 years from the date of issuance of the Test Report.

The Agricultural Credit Certificate is mandatory for marketing agricultural mechanization equipment under government-supported credit schemes. The certificate is issued only after obtaining a positive test report and Ministry approval.
