Agricultural Credit Eligibility Certificate

TEST REPORT PROCEDURES

  1. For agricultural mechanization equipment, excluding plant protection equipment, the procedures for issuing test reports and credit eligibility certificates are carried out by the General Directorate of Agricultural Reform (TRGM) of the Ministry of Agriculture and Forestry, in accordance with Article 11 of the “Regulation on the Principles of Testing and Inspection of Agricultural Machinery and Agricultural Technology Equipment” published in the Official Gazette dated 09.10.2020 and numbered 31269. A company that wishes to sell domestically manufactured and/or imported agricultural mechanization equipment on credit shall apply to TRGM with a petition in order to obtain a “Test Report.”

  2. Companies operating in the sector shall, every three years, prepare the company identity and activity declaration form included in Annex-1 of the Regulation and submit it to the General Directorate. In the event of any changes in the documents included in Annex-1, the General Directorate must be notified. Attached to the form must be: a company-approved photocopy of the Trade Registry Gazette, a photocopy of the Certificate of Activity, and a photocopy of the Trademark Registration Certificate.

  3. For the equipment manufactured/imported by the company, an application shall be made with the “Vehicle Test Application Form” included in Annex-4 of the Regulation.

  4. Applications may be submitted with a wet-ink signed petition (via regular mail, courier, by hand, etc.) or electronically with an electronic signature (through KEP). The General Directorate shall not be held responsible for any delays that may occur in applications made without obtaining a KEP address.

  5. The General Directorate of Agricultural Reform shall send tractors, tractor safety cabins, and tractor safety frames to the Ankara Agricultural Equipment and Machinery Test Center Directorate for testing in accordance with the OECD test code. Other equipment shall be sent for testing to institutions authorized by the Ministry, as deemed appropriate.

  6. The company shall contact the test institution and ensure the initiation of the test procedures by paying the test fee into the account of the test institution.

  7. The Test Institution shall carry out the testing and examination procedures in line with the test principles and methods determined by the Ministry and within the framework of existing standards, prepare the test report, and send a copy to both the Ministry and the Company.

  8. If the test result is negative, the deficiencies specified in the “Test Report” shall be rectified by the company. Upon re-application to the General Directorate of Agricultural Reform, the equipment shall again be sent to the same institution for testing.

CREDIT ELIGIBILITY CERTIFICATE PROCEDURES

  1. For equipment that has received a positive test report, the company shall apply to the General Directorate of Agricultural Reform with a Credit Eligibility Certificate Application Petition, included in Annex-5 of the Regulation. The petition shall be accompanied by a photocopy of the test report and a company-approved copy of the receipt showing that the credit eligibility certificate fee has been deposited into the Revolving Fund account of the Ministry.

  2. The General Directorate of Agricultural Reform shall review the test report related to the equipment and, if requested, issue a “Credit Eligibility Certificate.” The “Credit Eligibility Certificate,” which is mandatory for the agricultural credit-based sale of all equipment, shall be provided to the company for submission to T.C. Ziraat Bank and/or the Central Union of Turkish Agricultural Credit Cooperatives.
