Vehicle Type Approval
Vehicle Type Approval is a certification system that demonstrates that products falling within the scope of the EU’s harmonized Directives on “Motor Vehicles and Trailers”, “Two or Three-Wheeled Vehicles”, “Wheeled Agricultural or Forestry Tractors” and their components, systems, parts, separate systems, as well as certain technical units, comply with these directives or regulations and have passed all required conformity assessment activities.
In order to issue the Certificate of Conformity required at the registration stage of any motor vehicle, trailer, motorcycle, moped, or tractor, the relevant vehicle type must have a “Vehicle Type Approval Certificate”. Pursuant to Article 29 of the Highway Traffic Law No. 2918, the Ministry of Science, Industry and Technology in our country has been authorized to publish the type approval regulations and related regulations during the manufacturing phase of vehicles.
Vehicle Type Approval Numbering
Each product that passes the type approval certification process is assigned a separate type approval number. This numbering process is carried out by institutions or organizations referred to as the “Approval Authority”. Approval authorities can issue type approvals in two types: “Vehicle Type Approval” and “Component Type Approval”. Component type approvals are given to vehicle components, parts, systems, and technical units for which there is a relevant directive or regulation. In our country, the approval authority is the Ministry of Science, Industry and Technology.
Type Approval Legislation for Motor Vehicles
With regard to all motor vehicles, there are 96 European Union (EU) Directives and 126 United Nations Economic Commission for Europe (UNECE) Regulations related to type approval. All EU directives have been harmonized and put into force in our country as regulations. The number of UNECE regulations we are party to is 124.
Vehicle Type Approval procedures are carried out by our Ministry under the main regulations published in our country, namely the Motor Vehicles and Trailers Type Approval Regulation (MARTOY), the Wheeled Agricultural or Forestry Tractors Type Approval Regulation (TORTOY), and the Two and Three-Wheeled Motor Vehicles Type Approval Regulation (MOTOY), taking into account the relevant EU directives or regulations mentioned above. Procedures related to modifications under the Regulation on the Manufacturing, Modification, and Assembly of Vehicles (AİTM) are carried out by the Turkish Standards Institution (TSE), which is authorized by our Ministry.
E and e Markings
The “e” marking indicates that vehicles and their systems, components, or separate technical units have type approval certificates in accordance with the EU regulations on “Motor Vehicles and Trailers”, “Two or Three-Wheeled Motor Vehicles” and “Wheeled Agricultural or Forestry Tractors”.
The “E” marking indicates that the components, parts, systems, and separate technical units of vehicles have type approval certificates in accordance with the UNECE regulations published as annexes to the 1958 Geneva Agreement.
“e” and “E” markings regarding the same subject are considered equivalent.
WHICH VEHICLES NEED TO OBTAIN A TYPE APPROVAL CERTIFICATE AND WHY?
Manufacturers must obtain a Vehicle Type Approval Certificate for each separate type of Motor Vehicle, Motorcycle, Moped, Tractor, Trailer, and Semi-Trailer they produce. Imported vehicles must also have an EC Type Approval or a National Type Approval Certificate issued by our Ministry. Vehicles that have EC Type Approval under MARTOY, MOTOY, and TORTOY do not need to obtain a National Type Approval Certificate. If the vehicle is imported and has an EC Type Approval Certificate, the importing company must apply to the Turkish Standards Institution for approval of the proforma invoice.

COMPONENT TYPE APPROVAL
For a component, system, or separate technical unit, the Type Approval application is made to the Technical Service by the manufacturer or the importer, along with an information folder prepared as specified in the relevant regulation or directive and other documents requested by the Technical Service.
The components or separate technical units for which type approval is applied are tested by the Technical Services according to the relevant regulation or directive, and the test results are submitted to our Ministry of Industry and Trade. After the submitted reports are evaluated by the Ministry, a Component Type Approval Certificate is issued by the Ministry for the relevant component, system, or separate technical unit.
VEHICLE MODIFICATION PROJECTS
Procedures related to modifications under the Regulation on the Manufacturing, Modification, and Assembly of Vehicles (AİTM) are carried out by the Turkish Standards Institution (TSE), which is authorized by the Ministry of Industry and Trade.
Truck and Light Truck bodywork (Sheet, Wood, Tarpaulin, Tipper), Trailer, Semi-Trailer, Roadworthiness Certificate (KUB), tow bar, engine replacement, modification to School Bus, conversion from Minibus to Bus, addition of seats and windows, Ambulance, Garbage Compactor, Silo Tank, Tanker, Sewer Cleaning and Unblocking Vehicle, Vacuum Truck, Drilling Machine, Fire Truck, Water Tender, etc.
In addition, for products containing hydraulic systems (Tipper, Crane, etc.) in vehicle bodyworks, a technical file necessary for the company to issue a declaration of conformity is prepared as required under Vehicle Projecting in our country.
SERIES MODIFICATION CERTIFICATE
Companies that perform the same modification on vehicles of the same type must obtain a Series Modification Certificate. Thus, savings in cost and time are achieved compared to individual project approval. The certificate is issued by the Turkish Standards Institution.
TYPE APPROVAL APPLICATION
Pursuant to the communiqué published in the Official Gazette No. 27548 dated 10.04.2010, applications for “National Type Approval” for motor vehicles are made to the Ministry of Science, Industry and Technology.
Type approval applications may be made by the manufacturer of the product for which the certificate will be issued or by the authorized representative of the manufacturer on behalf of the manufacturer.
During the application, the company informs the Ministry in writing of the regulation or technical specification under which it requests the certificate and the Technical Service it plans to work with. Technical Services are organizations authorized by the Ministry to carry out inspections and tests related to the relevant regulations or technical specifications.
After the application is accepted, the Ministry informs the Technical Service specified by the company in writing of the regulation or technical specification for which inspection and testing are requested.
After the letter sent by the Ministry reaches the Technical Service, the company and the Technical Service plan and carry out the necessary inspections and tests.
Following the inspections and tests carried out by the Technical Service, the reports prepared are submitted to the Ministry, and after the final evaluations by the Ministry, the Type Approval Certificate is issued.
