Applications for the 3rd Term of Business Development Support 2025 Have Begun
KOSGEB Selects Entrepreneurs is the motto of the updated Entrepreneur Support Program – Business Development Support, which was revised in 2024. The application process for the 3rd term of 2025 has officially started. With this support program, entrepreneurs are encouraged to bring their business ideas to life and expand their existing enterprises.
In the first two terms of 2025, the program received great interest. In the first term, 3,164 entrepreneurs applied, while in the second term, 3,361 applications were submitted. As a result of these applications, 1,127 projects were approved for support, with a total investment value of 2.7 billion TL, and 1.62 billion TL in funding allocated. In the first term, 559 projects received 820 million TL in support, and in the second term, 568 projects were granted 800 million TL.
Scope and Conditions of Business Development Support
The Entrepreneur Support Program – Business Development Support provides entrepreneurs with repayable financing at an 80% support rate, up to a maximum of 1.5 million TL. If the entrepreneur is young, female, disabled, a veteran, or a first-degree relative of a martyr, the support limit is increased by an additional 150,000 TL.

Service procurement expenses (training, consultancy and mentorship, certification, testing and analysis, marketing, design, and industrial property rights)
Supported Sectors and Evaluation Process
Enterprises operating in the following sectors can benefit from the program:

Telecommunications

Computer programming, consultancy, and related activities

IT infrastructure, data processing, hosting, and other information services

Scientific research and development activities
Applications are evaluated by sector-specific committees consisting of KOSGEB staff, academics, and independent sector representatives. Following this evaluation, the top 1,000 nationwide and the top 6 within each province are shortlisted for jury evaluation. Based on the average score of jury and committee assessments, the top 500 nationwide and the top 3 within each province are granted support.
Application Timeline and Repayment Terms
Applications for the 3rd term of 2025 will be accepted between October 1–31, 2025. No interest or commission will be charged on the repayable supports, and repayments will start after the 36-month program period.
