Comprehensive Financing Program for the Manufacturing Industry

The signing ceremony of the Credit Financing and Employment Protection Program for the Manufacturing Industry, which was launched to ensure continuity of production in manufacturing, facilitate businesses’ access to finance, and protect employment, has been held.

The Program will be implemented in cooperation with the Ministry of Industry and Technology, the Ministry of Labour and Social Security, the Small and Medium Enterprises Development Organization (KOSGEB), and the Turkish Employment Agency (İŞKUR). It covers SMEs and large-scale enterprises operating in the manufacturing sector.

With access to financing amounting to TRY 100 billion to be provided in 2026, the resilience of the manufacturing sector will be strengthened.


Strong Financial Support for the Manufacturing Industry

The Program aims to contribute to the protection and increase of employment for insured employees within the scope of Article 4/1-a of Law No. 5510. SMEs and large enterprises operating under NACE Code Section C – Manufacturing will be able to obtain loans through contracted banks.

Under the Program:

The loan amount may not exceed the monthly average of the total earnings subject to premium for November and December 2025.
The upper loan limit per enterprise is TRY 50 million.
Loans must be disbursed in a single tranche by the end of June 2026.
Loan disbursement procedures will be carried out in accordance with protocols signed with participating banks.

Loans under the Program will be provided through the following banks:

Guarantee Support for SMEs

SMEs benefiting from loans under the Program may also receive collateral support through guarantee institutions:

Kredi Garanti Fonu A.Ş. (KGF)
Katılım Finans Kefalet A.Ş. (KFK)
İhracatı Geliştirme A.Ş. (İGE)


Types of Support Provided

Enterprises may benefit from only one of the following two support types, depending on their manufacturing sector:

To qualify, enterprises must maintain in 2026 the average number of premium days recorded in November and December 2025. This condition aims to ensure the Program directly contributes to employment protection.

1. Performance Support

For certain sectors such as textile, apparel, leather, and furniture manufacturing:

Non-repayable support of TRY 3,500 per 30 premium days for each retained employee
Upper limit of TRY 10,458,000 per enterprise

2. Financing Support

For manufacturing sectors not covered under performance support:

10-point financing support (non-repayable)
Upper loan limit of TRY 50,000,000 per enterprise
Loans with up to 6 months principal grace period and a maximum maturity of 36 months


Purpose of the Support

Non-repayable support amounts provided under the Program may be used only for the payment of tax office and Social Security Institution (SGK) premium debts.

For support payments to be made, the number of premium days in the relevant months of 2026 must be equal to or higher than the average of the last two months of 2025.
