The 2025 2nd Call for the SME R&D Initial Support Program Has Been Announced.

1) Who Can Benefit?

Within the scope of this call, it is aimed to support the projects of Small and Medium-Sized Enterprises (SMEs) and to:

  • Encourage them to carry out project-based research, technology development, and innovation activities,

  • Promote R&D-oriented innovation activities,

  • Contribute to the establishment and dissemination of R&D and innovation culture,

  • Increase their competitiveness in national and international markets,

  • Enable them to gain the capability to carry out systematic R&D and innovation projects either jointly or individually.


2) Supported Fields and Support Elements

With the supports to be provided under the program, it is aimed to:

  • Increase localization in the required technology fields by developing the R&D capacity of SMEs,

  • Enhance their competence in technology and product development,

  • Ensure that project outputs contribute to economic growth,

  • Guarantee the effective use of public resources in line with the country’s needs and national targets.

Unless otherwise stated in the call announcement, there is no subject limitation. Applications can be made for R&D projects from all sectors and all technology fields.

Support Elements:

  • Project duration: 18 months.

  • Maximum project budget: 3,000,000 TL.

  • Support rate: Fixed at 75% for each period.

The following expenses related to the R&D activities of the project are supported:

  • Personnel expenses,

  • Travel expenses of project personnel (excluding economy class domestic travel),

  • Purchase of tools, equipment, software, and publications (excluding expenses related to production infrastructure),

  • Material and consumable expenses,

  • Domestic and international consultancy and other service procurement expenses (including preparation costs of MM, AGY101, and AGY301 documents),

  • Expenses for R&D services outsourced to universities in Turkey, TÜBİTAK-affiliated R&D units, private sector R&D organizations, and similar R&D institutions.
