The 2026 First Application Period for the Capacity Development Support Program Has Started.
The first application period of the 2026 Capacity Development Support Program, which was launched to support the growth and development of small and medium-sized enterprises (SMEs), has started as of February 3, 2026.
Within the scope of the program, it is aimed to support scale-up investments that strengthen SMEs’ productivity, resilience, production capacity, market size, and institutional structure, while also contributing to the development of SMEs that are part of the supply chains of large enterprises.
TRY 38.4 Billion Financing for 2,440 Enterprises in 2025
Within the scope of the Capacity Development Support Program, 1,160 enterprises accessed TRY 14.8 billion in financing in 2025. In total, 2,440 enterprises will have accessed TRY 38.4 billion in financing.
Which Areas Will Be Supported?
Under the program, SMEs will be provided with financing support in the following areas:
- Machinery, Equipment, and Mold Expenses: Technology investments aimed at increasing production capacity
- Software Expenses: Corporate software expenditures supporting digital transformation
- Personnel Expenses: Costs related to the employment of qualified human resources
- Service Procurement Expenses: Training, consultancy and mentoring, certification, testing and analysis, marketing, design, and services related to industrial property rights
- Working Capital: Other financing needs related to the project
Who Can Apply?
The program will be open to SMEs operating in the sectors of Manufacturing, Telecommunications, Computer Programming, Consultancy and Related Activities, Information Technology Infrastructure, Data Processing, Hosting and Other Information Service Activities, and Scientific Research and Development.
Applicant enterprises must:
- Be registered and active in the KOSGEB database,
- Have an up-to-date enterprise declaration,
- Hold small or medium-sized enterprise status,
- Operate as a limited liability or joint-stock company,
- Meet the fast-growing enterprise criteria
Enterprises Exempt from the Fast-Growth Requirement
The fast-growth requirement will not be sought for enterprises that meet at least one of the following criteria:
- Successfully completed R&D or innovation projects supported by KOSGEB or TÜBİTAK
- Hold R&D Center status
- Hold a Technological Product Experience (TÜR) Certificate
- Operate in Technology Development Zones
- Operate within TEKMER
- Submit an order contract within the scope of supplier development projects with large enterprises
Support Amounts and Durations
The financing terms to be applied under the program are determined as follows:
- Minimum Credit Limit: TRY 1 million
- Maximum Credit Limit: TRY 20 million
- Project Duration: 24 months
- Loan Maturity: Up to 36 months
The supports will be implemented as non-repayable, providing a 20-point financing support for loans used by enterprises from financial institutions.
Application Deadline: February 28, 2026
The first application period of the 2026 Capacity Development Support Program will end on February 28, 2026. Enterprises wishing to benefit from the support must complete their applications by this date.
